Operational Risk charge in solution

Hi instructors,

I would like to ask for the solutions such as 2019 Spring Q13c, are we supposed to assume that operational risk charge has been accounted for and should solve according to that assumption? I see that this and most of the solutions have ignored this risk charge. Is this because this is something new? And I would presume if I assumed ops risk charge exist, I would be given full credits?
