The text routinely refers to the "R" components of RBC as "risk category," and I don't see a statement to the effect that there are only the asset and underwriting groups of risks. Nevertheless, we seem to have chosen to distinguish risk "categories" and "components" in the wiki.
Table 75 on page 248 does not call R0 an asset or an underwriting risk, and the wiki follows this convention. The table doesn't put Rcat into either of these buckets, either. However, I can reason that R0 falls in with the asset risk group, by the nature of the items included in there.
