The examiner's report for this question says that a common error was stating that the McCarran-Ferguson Act returned regulation to the states, and that it only returned the option of regulation to the states. I've seen other solutions in the examiner's report say that the McCarran-Ferguson Act returned regulation to the states. I'm wondering what the best way to answer these questions would be, given the inconsistencies in the examiner's reports.

Returning the option of regulation to the states is the more precise way of describing this facet of the act. This is noted in the wiki here (there is a link to it from Porter.2-Devlpt):
