Is this the distinction between the two sets of disclosure items in the SCOPE section of the SAO?
1) Disclosures items in SCOPE addressing the basis on which the reserves are stated, and
2) General disclosure items regarding SCOPE (DREARIRR)

Generally, yes - except for the A (accounting basis) in DREARIRR for this question. They would have accepted accounting basis (the A in the acronym) for part A but not likely part B.
