It's likely assumed that the other actuary is properly qualified. In any case, you just have to know the following paragraph from section 4.10 of the COPLFR reading:
Following on this - why does the examiner's report say that a common error for part a.i was: "Stating the need to disclose other actuary’s credentials or qualification"?
It seems clearly written in the above SAO instructions that credential would need to be disclosed?
I went back - the 2015 version (likely the one on the Syllabus for a Spring 2016 exam) of COPLFR section 4.10 only says the other actuary must be identified by "name and affiliation" - so the Examiner's Report is outdated. You're correct by the most current version of COPLFR you should also disclose the credential.
If we answered this question with P-NEC, would it still be accepted?
I think P-NEC might get you partial credit, but it could also depend how detailed your response was. For example, if you only said you need to disclose the actuary’s credential, that was listed as a common error and you would get no or partial credit. I think it’s difficult to tell what exactly they considered “beyond the disclosures required in all opinion sections”.
Long way of saying - maybe. But for what it’s worth, I likely would have answered P-NEC too.
