I see the commentary that TRIA wasn't an accepted answer as they considered it "intervention" would you not consider atleast one of these to be 'regulating' insurance?

  • States cannot define 'act of terrorism'

  • Commercial insurers are required to offer TRIA

    By "intervention," their meaning seems to be the cases where the federal government provides insurance, as in TRIA and NFIP.
